Why do Akuafoil cards look 3D?

Foil areas reflect light differently from non-foil areas. As the card moves, light sweeps across the foil while regular full-color areas stay steady, so non-foil art seems to sit in front of a glowing, moving background. That gives a 3D, depth-like effect.
